{"id":826,"date":"2019-11-03T04:42:00","date_gmt":"2019-11-03T03:42:00","guid":{"rendered":"http:\/\/partiyakomunistekurdistan.org\/?p=826"},"modified":"2019-11-09T02:49:16","modified_gmt":"2019-11-09T01:49:16","slug":"kkp-program-taslagi-2-programa-ek-guencel-asgari-program-taslagi","status":"publish","type":"post","link":"http:\/\/partiyakomunistekurdistan.org\/?p=826","title":{"rendered":"KKP PROGRAM TASLA\u011eI            2 &#8211;  PROGRAMA EK: G\u00dcNCEL ASGAR\u0130 PROGRAM TASLA\u011eI"},"content":{"rendered":"<p>KKP; ulusal sorunda elde edilecek reformcu kazan\u0131mlar\u0131 kurtulu\u015fa giden yolda edinilmi\u015f mevziler sayar; bunlar\u0131n kesin \u00e7\u00f6z\u00fcm yerine konmas\u0131n\u0131 reddeder; yak\u0131n politik hedefini ger\u00e7ekle\u015ftirmek i\u00e7in i\u00e7eri\u011fi \u015fartlara g\u00f6re her KKP kongresinde g\u00fcncellenecek olan ek asgari program u\u011fruna m\u00fccadele eder.<\/p>\n<p>Asgari program, K\u00fcrdistan&#8217;da ulusal sorunun \u00e7\u00f6z\u00fclmesini sa\u011flamaz; ulusal sorunun kesin \u00e7\u00f6z\u00fcm\u00fc parti temel program\u0131 do\u011frultusunda ger\u00e7ekle\u015fecektir.<\/p>\n<p>Asgari program, partimizin \u00f6teki devrimci, demokratik g\u00fc\u00e7lerle yapaca\u011f\u0131 g\u00fc\u00e7 ve eylem birlikleri i\u00e7in de klavuz niteli\u011findedir. Bu programda yer alan taleplerin t\u00fcm\u00fc ya da bir k\u0131sm\u0131n\u0131 i\u00e7eren g\u00fc\u00e7 ve eylem birliklerine kat\u0131lmakta her \u00f6rg\u00fct\u00fcm\u00fcz yetki sahibidir.<\/p>\n<p>GENEL G\u00dcNCEL TALEPLER<\/p>\n<p>I- S\u0130YAS\u0130<\/p>\n<p>1- TC Anayasas\u0131, 12 Eyl\u00fcl fa\u015fist rejiminin d\u00fczenledi\u011fi fa\u015fist bir Anayasa&#8217;d\u0131r; yap\u0131lan d\u00fczenlemeler bu Anayasa&#8217;y\u0131 daha da fa\u015fistle\u015ftirmi\u015ftir. Y\u00fcr\u00fcrl\u00fc\u011fe sokulan ba\u015fkanl\u0131k sistemi fa\u015fist diktat\u00f6rl\u00fck rejimidir. Fa\u015fist diktat\u00f6rl\u00fc\u011f\u00fcn y\u0131k\u0131lmas\u0131 ve mevcut TC Anayasas\u0131&#8217;n\u0131n  iptali ve demokratik ilkeler temelinde yeni bir anayasan\u0131n yap\u0131lmas\u0131 halk\u0131m\u0131z\u0131n oldu\u011fu kadar, T\u00fcrk ve \u00f6teki halklar\u0131n, i\u015f\u00e7i ve emek\u00e7ilerin acil talebidir. T\u00fcm halklar\u0131n her bak\u0131mdan e\u015fitli\u011fini, insan hak ve \u00f6zg\u00fcrl\u00fcklerini g\u00fcvence alt\u0131na alan; K\u00fcrdistan&#8217;\u0131n federal stat\u00fcde t\u00fczel ki\u015fili\u011fini kabul eden yeni bir demokratik Anayasa bu bak\u0131mdan da ertelenmez bir gereksinmedir.<\/p>\n<p>Asgari program\u0131m\u0131z\u0131n temel hedefi mevcut fa\u015fist rejimin y\u0131k\u0131lmas\u0131, T\u00fcrkiye&#8217;nin tam ve ger\u00e7ek demokratikle\u015ftirilmesi ve K\u00fcrdistan&#8217;\u0131n federal siyasi stat\u00fc kazanmas\u0131d\u0131r. Bu temelde: T\u00fcrkiye Cumhuriyeti Anayasas\u0131 K\u00fcrdistan&#8217;\u0131n ve K\u00fcrt ulusunun varl\u0131\u011f\u0131n\u0131 ve do\u011fal haklar\u0131n\u0131 tan\u0131yan bir \u015fekilde yeniden d\u00fczenlenmelidir. Bu Anayasa&#8217;da K\u00fcrdistan&#8217;a federasyon stat\u00fcs\u00fc ve K\u00fcrdistan&#8217;\u0131n kendi i\u00e7 idari yap\u0131s\u0131n\u0131 istedi\u011fi gibi (federatif, \u00f6zerk ya da \u00fcniter temelde) d\u00fczenleme hakk\u0131 K\u00fcrdistan halklar\u0131na tan\u0131nmal\u0131d\u0131r. K\u00fcrdistan&#8217;\u0131n kendi Anayasas\u0131&#8217;n\u0131 yapma ve yasama ve h\u00fck\u00fcmet atama yetkilerine sahip parlamentosunu olu\u015fturma hakk\u0131 da bu Anayasada g\u00fcvence alt\u0131na al\u0131nmal\u0131d\u0131r. Yeni TC Anayasas\u0131 T\u00fcrkiye&#8217;de ve K\u00fcrdistan&#8217;da ya\u015fayan \u00f6teki halklar\u0131n da kimli\u011fini, varl\u0131\u011f\u0131n\u0131 ve haklar\u0131n\u0131 tan\u0131mal\u0131d\u0131r. Orta Anadolu&#8217;da ya\u015fayan K\u00fcrtler&#8217;in ya\u015fad\u0131klar\u0131 yerler \u00f6zerk yerel y\u00f6netimlerini kurabilmelidir. Yo\u011fun bir K\u00fcrt n\u00fcfusunun T\u00fcrkiye kent ve b\u00f6lgelerine yerle\u015fti\u011fi dikkate al\u0131narak T\u00fcrkiye genelinde ya\u015fayan K\u00fcrtlerin ulusal &#8211; k\u00fclt\u00fcrel kimliklerini geli\u015ftirme olanaklar\u0131 sa\u011flanmal\u0131d\u0131r. K\u00fcrt\u00e7e, t\u00fcm T\u00fcrkiye&#8217;de ikinci dil olarak t\u00fcm \u00e7ocuklara \u00f6\u011fretilmelidir.<\/p>\n<p>2- A\u015fa\u011f\u0131daki yasal ve siyasal d\u00fczenlemeler derhal yap\u0131lmal\u0131d\u0131r:<\/p>\n<p>Mevcut  TC Anayasas\u0131na g\u00f6re d\u00fczenlenmi\u015f b\u00fct\u00fcn yasalar\u0131n; en ba\u015fta Ola\u011fan\u00fcst\u00fc Hal Yasas\u0131, Ter\u00f6rle M\u00fccadele Yasas\u0131 ve \u00f6teki anti demokratik yasalar\u0131n derhal iptal edilmesi; Yarg\u0131 ve adalet sisteminin demokratikle\u015ftirilmesi; h\u00fck\u00fcmet ve devlet y\u00f6neticilerinin yarg\u0131 ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131 \u00e7i\u011fnemelerini sa\u011flayan t\u00fcm d\u00fczenlemelerin ve Kanun H\u00fckm\u00fcnde Kararname \u00e7\u0131karma hak ve yetkisinin kald\u0131r\u0131lmas\u0131;<\/p>\n<p>T\u00fcrk Ceza Kanunu&#8217;nun halk\u0131m\u0131z\u0131n ve i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n \u00f6rg\u00fctlenmesi ve m\u00fccadelesini su\u00e7 sayan maddelerinin iptali;<\/p>\n<p>Siyasi partiler yasas\u0131, se\u00e7im kanunu gibi kanunlar\u0131n demokratik i\u00e7erikle yeniden d\u00fczenlenmesi; se\u00e7im barajlar\u0131 ve k\u0131s\u0131tlamalar\u0131n\u0131n kald\u0131r\u0131lmas\u0131. Yasal K\u00fcrt partileri \u00fczerinde uygulanan y\u0131ld\u0131rma politikalar\u0131na son verilmesi, ba\u015fta partimiz KKP ve PKK olmak \u00fczere b\u00fct\u00fcn illegal partilerin kendi program ve t\u00fcz\u00fckleriyle serbest\u00e7e \u00f6rg\u00fctlenmeleri ve \u00e7al\u0131\u015fmalar\u0131n\u0131n \u00f6n\u00fcn\u00fcn a\u00e7\u0131lmas\u0131. K\u00fcrt ve K\u00fcrdistan ad\u0131yla ve ba\u011f\u0131ms\u0131zl\u0131k program\u0131yla parti kurulmas\u0131 \u00f6n\u00fcndeki halen mevcut Anayasal ve yasal engellerin kesin olarak iptal edilmesi;<\/p>\n<p>Polis Vazife ve Selahiyetleri Yasas\u0131, Devlet Memurlar\u0131 Kanunu, Grev ve Lokavt Kanunlar\u0131 gibi kanunlar\u0131n iptal edilmesi; b\u00fct\u00fcn hukuk sisteminin uluslararas\u0131 normlara ve s\u00f6zle\u015fmelere uygun olarak yeniden d\u00fczenlenmesi;<\/p>\n<p>Bas\u0131n &#8211; yay\u0131n, toplant\u0131, g\u00f6steri, \u00f6rg\u00fctlenme, k\u00fclt\u00fcr ve sanat \u00fczerindeki her t\u00fcrl\u00fc k\u0131s\u0131tlay\u0131c\u0131 ve yasaklay\u0131c\u0131 b\u00fct\u00fcn yasalar\u0131n ve yasal h\u00fck\u00fcmlerin kald\u0131r\u0131lmas\u0131. Bu alanlarda kurulan K\u00fcrt ulusal kurumlar\u0131 \u00fczerindeki bask\u0131 ve yasaklar ile y\u0131ld\u0131rma hareketlerinin son bulmas\u0131. D\u00fc\u015f\u00fcnceleri nedeniyle tutuklanan ve cezaland\u0131r\u0131lan kad\u0131n, gen\u00e7, politikac\u0131, yazar, gazeteci ve akademisyenlerin ko\u015fulsuz serbest b\u0131rak\u0131lmas\u0131; u\u011frad\u0131klar\u0131 maddi manevi zararlar\u0131n ve hak kay\u0131plar\u0131n\u0131n iade edilmesi;<\/p>\n<p>3- K\u00fcrdistan&#8217;da halk\u0131m\u0131za kar\u015f\u0131 s\u00fcrd\u00fcr\u00fclen s\u00f6m\u00fcrgeci sava\u015fa derhal son verilmesi; sava\u015fan taraflar aras\u0131nda BM g\u00f6zetimi alt\u0131nda bar\u0131\u015f m\u00fczakereleri yap\u0131lmas\u0131 ve bar\u0131\u015f sa\u011flanmas\u0131. Sava\u015f hukuku ihlalerinin ara\u015ft\u0131r\u0131larak sava\u015f su\u00e7lular\u0131n\u0131n a\u011f\u0131r \u015fekilde cezaland\u0131r\u0131lmas\u0131;<\/p>\n<p>\u00dclkemizde adil ve demokratik ger\u00e7ek bir bar\u0131\u015f\u0131n yerle\u015febilmesi i\u00e7in halk\u0131m\u0131za kar\u015f\u0131 s\u00fcrd\u00fcr\u00fclen sava\u015f\u0131n \u00fclkemiz ve halk\u0131m\u0131z \u00fczerinde yaratt\u0131\u011f\u0131 zarar, kay\u0131p ve tahribatlar\u0131 telafi edecek \u00f6nlemler al\u0131nmas\u0131; TC h\u00fck\u00fcmeti taraf\u0131ndan Kuzey K\u00fcrdistan federal h\u00fck\u00fcmetine  tazminat \u00f6denmesi. Yak\u0131lan ormanlar\u0131n, y\u0131k\u0131l\u0131p yak\u0131lan k\u00f6y ve il\u00e7elerin  yeniden onar\u0131lmas\u0131, katledilenlerin ailelerine tazminat \u00f6denmesi;<\/p>\n<p>\u00dclkemizde konu\u015fland\u0131r\u0131lm\u0131\u015f \u00d6zel Asayi\u015f Kolordusu, \u00d6zel Harekat Timleri, jandarma ve polisin la\u011fv ve tahliye edilmesi, k\u00f6y koruculu\u011funun la\u011fvedilmesi. \u0130llegal paramiliter kuvvetlerin derhal da\u011f\u0131t\u0131lmas\u0131; T\u00fcrk ordusunun T\u00fcrkiye&#8217;deki k\u0131\u015flalar\u0131na \u00e7ekilmesi, i\u015flevinin sadece d\u0131\u015f sald\u0131r\u0131lara kar\u015f\u0131 savunma g\u00f6reviyle s\u0131n\u0131rland\u0131r\u0131lmas\u0131. K\u00fcrdistan\u2019dan geri \u00e7ekilen TC ordu, jandarma ve polis te\u015fkilatlar\u0131 ve karakollar\u0131n\u0131n yerine K\u00fcrdistan federal ordusu ve g\u00fcvenlik \u00f6rg\u00fctlerinin kurulmas\u0131; i\u00e7 g\u00fcvenlik ve adalet i\u015flevlerinin halk\u0131m\u0131za ait kurum ve kurulu\u015flara teslim edilmesi; bo\u015falan T\u00fcrk militer g\u00fc\u00e7lerinin envanter ve donan\u0131mlar\u0131n\u0131n olu\u015fturulacak olan federe K\u00fcrdistan i\u00e7 ve d\u0131\u015f savunma kuvvetlerine devredilmesi. Zorunlu askerli\u011fin kald\u0131r\u0131lmas\u0131, askerlik hizmetinin kad\u0131n ve erkekler i\u00e7in g\u00f6n\u00fcll\u00fc bir hizmet haline getirilmesi;<\/p>\n<p>T\u00fcrk ordusunun di\u011fer K\u00fcrdistan par\u00e7alar\u0131na ve Kuzey K\u00fcrdistan&#8217;a kom\u015fu devletlere kar\u015f\u0131 provokatif hareketlerine, s\u0131n\u0131r \u00f6tesi hareketlere son verilmesi; Rojava&#8217;da ve Ba\u015fur&#8217;da konu\u015flanm\u0131\u015f T\u00fcrk i\u015fgal g\u00fc\u00e7lerinin geri \u00e7ekilmesi;<\/p>\n<p>K\u00fcrdistan&#8217;da y\u00fcr\u00fct\u00fclen s\u00f6m\u00fcrge sava\u015f\u0131n\u0131n par\u00e7as\u0131 olarak i\u015flenen b\u00fct\u00fcn bask\u0131 ve \u015fiddet uygulamalar\u0131na (n\u00fcfusun zorla bo\u015falt\u0131lmas\u0131, talan ve ya\u011fma, k\u00f6y, orman, semt yakma ve y\u0131kma vb.) derhal son verilmesi; zorla bo\u015falt\u0131lan k\u00f6y, mezra ve \u00f6teki yerle\u015fim birimleri ahalisinin, politik m\u00fclteci, s\u0131\u011f\u0131nmac\u0131, s\u00fcrg\u00fcn veya g\u00f6\u00e7men olarak K\u00fcrdistan&#8217;\u0131 terketmek zorunda kalan insanlar\u0131n yer ve yurtlar\u0131na g\u00fcvenlik i\u00e7inde d\u00f6nmelerine olanak sa\u011flanmas\u0131 ve ya\u015famlar\u0131n\u0131 yeniden kurmalar\u0131na destek olunmas\u0131.<\/p>\n<p>4- Co\u011frafi adlar, yer adlar\u0131 ve ki\u015fi \u00f6n ve soy adlar\u0131 \u00fczerinde halen devam eden T\u00fcrk\u00e7e dayatmas\u0131n\u0131n yasayla yasaklanmas\u0131; isimlerin orijinal tarihsel k\u00f6klerine g\u00f6re yeniden d\u00fczenlenmesi hakk\u0131n\u0131n iade edilmesi;<\/p>\n<p>5- \u015earts\u0131z bir genel af \u00e7\u0131kar\u0131lmas\u0131. \u0130\u015fkencecilerin ve sava\u015f su\u00e7lular\u0131n\u0131n yarg\u0131lanarak cezaland\u0131r\u0131lmas\u0131. Ceza ve infaz yasalar\u0131n\u0131n \u00e7a\u011fda\u015fla\u015ft\u0131r\u0131lmas\u0131. Nezarethane, tutukevi, hapishane ve \u0131slahevlerinin  insan onuruna yak\u0131\u015f\u0131r \u015fekilde iyile\u015ftirilmesi. F tipi vb. ceza kurumlar\u0131n\u0131n kapat\u0131lmas\u0131, cezaevlerinde tecrit uygulamalar\u0131na son verilmesi;<\/p>\n<p>6- Devlet ad\u0131na su\u00e7 i\u015fleme yetkilerine son verilmesi, yayg\u0131n dokunulmazl\u0131k uygulamas\u0131n\u0131n kald\u0131r\u0131lmas\u0131 ve su\u00e7 i\u015fleyenlerin adil ve a\u00e7\u0131k  yarg\u0131lanmas\u0131; i\u015fkence ve devlet ter\u00f6r\u00fc uygulayan g\u00f6revlilerin a\u011f\u0131r \u015fekilde cezaland\u0131r\u0131lmas\u0131;<\/p>\n<p>7- K\u00fcrdistan&#8217;daki TC idari yap\u0131s\u0131n\u0131n  tamamen halk idaremizin organlar\u0131na b\u0131rak\u0131lmas\u0131; T\u00fcrk idari sistemi, valilik, kaymakaml\u0131k vb. kurumlar\u0131n\u0131n kald\u0131r\u0131lmas\u0131; bunun yerine her ilin se\u00e7imle belirlenen \u00f6zerk parlamentolar\u0131nca kurulan yerel h\u00fck\u00fcmetler y\u00f6netiminin getirilmesi; il\u00e7e, belde ve k\u00f6ylerin \u00f6zy\u00f6netim esaslar\u0131na g\u00f6re \u00f6rg\u00fctlenmi\u015f t\u00fczel ki\u015filiklerinin tan\u0131nmas\u0131;<\/p>\n<p>8- Ali\u015fer, \u015eeyh Sait, Seyit R\u0131za ve \u00f6teki ulusal \u00f6nderlerimizin katl ve idam edilmeleri hususunda \u00f6z\u00fcr dilenmesi, mezar yerlerinin  g\u00f6sterilerek mezarlar\u0131n\u0131n yap\u0131lmas\u0131. TC devletinin Ko\u00e7giri, \u015eeyh Sait, Dersim ve A\u011fr\u0131 isyanlar\u0131nda i\u015fledi\u011fi soyk\u0131r\u0131mlardaki  su\u00e7 ve sorumlulu\u011funu kabul etmesi; halk\u0131m\u0131zdan \u00f6z\u00fcr dilemesi. Ayn\u0131 \u015fekilde Ermeni, Rum ve S\u00fcryani soyk\u0131r\u0131mlar\u0131n\u0131  kabul etmesi, \u00f6z\u00fcr dilemesi;<\/p>\n<p>9- Fa\u015fist, \u0131rk\u00e7\u0131 ve dinci devlet anlay\u0131\u015f\u0131n\u0131 savunan partilerin kapat\u0131lmas\u0131;<\/p>\n<p>10- Cumartesi annelerinin taleplerinin yerine getirilmesi;<\/p>\n<p>II- \u0130KT\u0130SAD\u0130<\/p>\n<p>K\u00fcrdistan&#8217;\u0131n t\u00fcm yeralt\u0131 ve yer\u00fcst\u00fc zenginlik kaynaklar\u0131 K\u00fcrdistan&#8217;\u0131nd\u0131r, federal y\u00f6netime devr edilmeli; bunlar \u00fczerindeki TC devleti ve \u00f6zel sekt\u00f6r egemenli\u011fine son verilmelidir. T\u00fcrkiye Cumhuriyeti devleti taraf\u0131ndan K\u00fcrdistan&#8217;da da uygulanan \u00f6zelle\u015ftirme politikalar\u0131yla kapitalistlere devredilen t\u00fcm i\u015fletmelerin tasarruf ve m\u00fclkiyet hakk\u0131 federal K\u00fcrdistan&#8217;\u0131nd\u0131r; bu t\u00fcr uygulamalara derhal son verilmeli; ayr\u0131ca  kamu kurumlar\u0131n\u0131n siyasi partilere, h\u00fck\u00fcmetteki idarecilere ve \u00e7e\u015fitli ki\u015fi ve \u015firketlere pe\u015fke\u015f \u00e7ekilmesini ve arpal\u0131klara d\u00f6n\u00fc\u015fmesini \u00f6nleyecek tedbirler al\u0131nmal\u0131d\u0131r. Bu temelde a\u015fa\u011f\u0131daki ekonomik \u00f6nlemler acilen yerine getirilmelidir:<\/p>\n<p>1- K\u00fcrdistan&#8217;daki  TC devleti ve \u00f6zel kapitalist sekt\u00f6r tekelindeki t\u00fcm b\u00fcy\u00fck i\u015fletmeler, banka ve sigorta \u015firketleri, petrol tesisleri, enerji santrallar\u0131, posta hizmetleri ve \u00f6teki kitle ileti\u015fim kurumlar\u0131, toplu ta\u015f\u0131ma ara\u00e7lar\u0131 ve ula\u015f\u0131m yollar\u0131, TC&#8217;nin hazine mal\u0131 say\u0131lan yaylalar, meralar, otlaklar, parklar, orman ve korular, \u0131rmaklar, kanallar, t\u00fcneller, g\u00f6ller ve barajlar \u00fczerindeki m\u00fclkiyet ve tasarruf haklar\u0131n\u0131n  K\u00fcrdistan federasyonu ile merkezi idare aras\u0131nda yeniden yap\u0131land\u0131r\u0131lmas\u0131; OYAK gibi ordu- sanayi- finans komplexlerinin K\u00fcrdistan&#8217;daki uzant\u0131lar\u0131n\u0131n kamu yarar\u0131na m\u00fcsadere edilmesi;<\/p>\n<p>2- K\u00fcrdistan&#8217;a pozitif ayr\u0131mc\u0131l\u0131k temelinde K\u00fcrdistan federal b\u00fct\u00e7esi, maliyesi olu\u015fturulmas\u0131; K\u00fcrdistan federasyonunun  kendi vergilerini kendisi toplamas\u0131. Vergilerin merkezi b\u00fct\u00e7eye yollanacak k\u0131sm\u0131n\u0131n makul seviyede tutulmas\u0131 ve ayr\u0131ca b\u00fcy\u00fck yat\u0131r\u0131mlar i\u00e7in merkezi b\u00fct\u00e7eden destek garantisinin teminat alt\u0131na al\u0131nmas\u0131;<\/p>\n<p>3- B\u00fct\u00fcn b\u00fcy\u00fck toprak m\u00fclkiyetinin, tar\u0131m ara\u00e7 ve gere\u00e7lerinin,  a\u011f\u0131r i\u015f makinalar\u0131n\u0131n K\u00fcrdistan federasyonu taraf\u0131ndan m\u00fcsadere edilmesi ve millile\u015ftirilmesi; uygun olanlar\u0131n\u0131n kamula\u015ft\u0131r\u0131lmas\u0131; di\u011ferlerinin belediyelere, kooperatiflere ya da tasarruf ve kullanma bi\u00e7imlerini kendileri belirleyecek olan k\u00f6y ve mahalle meclislerinin y\u00f6netim ve denetimine verilmesi. B\u00fct\u00fcn b\u00fcy\u00fck s\u00fcr\u00fc sahiplerinin mal ve otlaklar\u0131n\u0131n, b\u00fcy\u00fck besicilik ve mand\u0131rac\u0131l\u0131\u011f\u0131n da ayn\u0131 i\u015fleme tabi tutulmas\u0131;<\/p>\n<p>III- \u00c7ALI\u015eMA HAYATI<\/p>\n<p>1- \u00c7al\u0131\u015fma temel bir hakt\u0131r. Herkese kamu ya\u015fam\u0131na kat\u0131lman\u0131n bir gere\u011fi olan i\u015f bulma, mesleki yetkinle\u015fme ve i\u015f de\u011fi\u015ftirme olanaklar\u0131 sa\u011flanmak zorundad\u0131r.
