K\u00fcrdistan Kom\u00fcnistleri yolda\u015flara te\u015fek\u00fcr ediyoruz.<\/p>\n<p>Program Tasla\u011f\u0131 Hakk\u0131nda D\u00fc\u015f\u00fcnceler<br \/>\n\u00d6zet<br \/>\nD\u00fcnyan\u0131n en sorunlu b\u00f6lgelerinden olan ortado\u011fudaki konumu, tarihsel stratejik durumu ve mevcut stat\u00fcs\u00fcyle K\u00fcrdistan\u2019da ya\u015fam\u0131n kendisi gibi \u201eK\u00fcrdistan\u2019i\u201c siyasette son derece zordur. i\u015fte b\u00f6ylesi zor bir alanda m\u00fccadele eden partilerden biri olan ve kendisini \u201e\u2026tek Devrimci Kom\u00fcnist Parti\u201c\u2018si olarak niteleyen KKP kongresine \u00f6nerilecek program tasla\u011f\u0131nda : D\u00fcnya, T\u00fcrkiye ve K\u00fcrdistan\u2019daki durum ile ilgili de\u011ferlendirmeler, tespitler yaparak \u201eUlusal Demokratik Halk Devrimi\u201c, \u201eUlusal Kuruculuk ve Sosyalizmin in\u015fas\u0131\u201c gibi hedefler koyarak yapacaklar\u0131n\u0131 s\u0131ral\u0131yor. Program komisyonu imzas\u0131yla Ekim 2019 tarihli Denge Kurdistan-\u00d6zel say\u0131da kamuoyuna a\u00e7\u0131klanan program tasla\u011f\u0131 hakk\u0131ndaki d\u00fc\u015f\u00fcncelerimizin, faydal\u0131 olmas\u0131 dile\u011fiyle, usul ve esas a\u00e7\u0131s\u0131ndan \u00f6rneklendirerek anlataca\u011f\u0131z.<br \/>\nGiri\u015f<br \/>\nBilindigi \u00fczere K\u00fcrdistan tarihsel s\u00fcre\u00e7te b\u00fcy\u00fck g\u00fc\u00e7ler taraf\u0131ndan b\u00f6l\u00fcnm\u00fc\u015f ve farkl\u0131 devletlerin egemenli\u011fi alt\u0131na girmi\u015ftir. K\u00fcrt milleti ve K\u00fcrdistan bunun bedelini \u00e7ok a\u011f\u0131r \u00f6dedi ve halada \u00f6d\u00fcyor.<br \/>\nG\u00fcn\u00fcm\u00fczde K\u00fcrdistan\u2019\u0131n geri kalm\u0131\u015fl\u0131\u011f\u0131n\u0131n, K\u00fcrt halk\u0131n\u0131n yoksulu\u011funun, da\u011f\u0131n\u0131kl\u0131l\u0131\u011f\u0131n\u0131n ana sebeblerinden biride budur.<br \/>\n1789 Frans\u0131z devriminin yaratt\u0131\u011f\u0131 ulus\u00e7uluk ak\u0131m\u0131n\u0131n etkileri Yunanistan, Romanya, Sirbistan, Bulgaristan gibi \u00fclkeleri ba\u011f\u0131ms\u0131zl\u0131\u011fa ta\u015f\u0131rken K\u00fcrtlere sonu\u00e7 almaktan uzak; \u00e7ok ge\u00e7 ve c\u0131l\u0131z yans\u0131m\u0131\u015ft\u0131r.<br \/>\nBirinci b\u00fcy\u00fck payla\u015f\u0131m sava\u015f\u0131 sonras\u0131 emperyal ve b\u00f6lgesel g\u00fc\u00e7ler aras\u0131ndaki andla\u015fmalarla d\u00f6rt par\u00e7aya b\u00f6l\u00fcn\u00fc\u015f\u00fc tamamlanan \u00fclke topraklar\u0131nda g\u00fcn\u00fcm\u00fczde bu i\u015fgal hali s\u00fcrmektedir. Bununla birlikte her par\u00e7ada i\u015fgale kar\u015f\u0131 direni\u015f ve ba\u011f\u0131ms\u0131zl\u0131k hareketleride do\u011fal olarak varola gelmi\u015ftir.<br \/>\nBug\u00fcn Uluslararas\u0131 Hukuk\u2018 da K\u00fcrdistan\u2019\u0131n bir stat\u00fcs\u00fc yoktur. Mevcut durumlar\u0131 nedeniyle sa\u011fl\u0131kl\u0131 bir rakam belirtilememekle birlikte 50 milyonu a\u015fk\u0131n bir halk\u0131n devletsiz olu\u015fu; ulusla\u015fma s\u00fcrecini tamamlayamam\u0131\u015f olmas\u0131 K\u00fcrdistan ba\u015fta olmak \u00fczere t\u00fcm b\u00f6lge ve gitgide de d\u00fcnya \u00e7ap\u0131nda bir soruna d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr.<br \/>\nAna hatlar\u0131yla \u00e7ok k\u0131sa \u00f6zetledi\u011fimiz K\u00fcrdistan\u2019\u0131n fiili ve hukuki durumu daha do\u011frusu hukuki durumsuzlu\u011fu (!) K\u00fcrdistan\u2019\u0131n par\u00e7alar\u0131nda K\u00fcrdistani  siyaset yapmaya \u00e7al\u0131\u015fan siyasi partilerin ne denli zorlu bir durumla kar\u015f\u0131 kar\u015f\u0131ya oldu\u011funuda g\u00f6sterir. Parti program\u0131, t\u00fcz\u00fc\u011f\u00fcn\u00fc belirlemekten tutunda en k\u00fc\u00e7\u00fck eyleme kadar her noktada p\u00fcr dikat olma zorunlulu\u011fu vard\u0131r. Bu alan hata g\u00f6t\u00fcrmez. Bu alanda siyaset sahnesine \u00e7\u0131k\u0131pda zamanla s\u00f6n\u00fcmlenen hareketler, partiler oldu\u011fu ger\u00e7e\u011finide unutmamak gerekir. Bunlar\u0131n s\u00f6ylem ve pratiklerinden gereken tarihi mesajlar\u0131 almak, bu deneyimleri iyi tahlil etmek faydal\u0131 olacakt\u0131r. G\u00fcn\u00fcm\u00fczde kendisini hem T\u00fcrkiye hemde kuzey K\u00fcrdistan proletaryas\u0131n\u0131n \u00f6nc\u00fcs\u00fc olarak niteleyen birden \u00e7ok legal, illegal parti var. Bunlardan baz\u0131lar\u0131n\u0131n programlar\u0131 KKP\u2018nin ki ile benze\u015fiyor. KKP\u2019n\u0131n benzerlerinden farkl\u0131l\u0131\u011f\u0131n\u0131 ve varl\u0131k gerek\u00e7esini program\u0131nda somutla\u015ft\u0131rarak net olarak anlatabilmesi gerekir. Mevcut program tasla\u011f\u0131n\u0131n bunun i\u00e7in yeterli olup olmad\u0131\u011f\u0131n\u0131n g\u00f6zden ge\u00e7irilmesini \u0131srarla \u00f6neriyoruz.<br \/>\nProgram Tasla\u011f\u0131na Dair D\u00fc\u015f\u00fcnceler<\/p>\n<p>Anlam b\u00fct\u00fcnl\u00fc\u011f\u00fc ve netli\u011fin \u00a0sa\u011flanmas\u0131 a\u00e7\u0131s\u0131ndan taslak metninin \u00f6nce usul sonra esas bak\u0131m\u0131ndan de\u011ferlendirilmesi yaral\u0131 olacakt\u0131r. <\/p>\n<p>I. Sol yay\u0131nlar\u0131 S. 33 ).<br \/>\nI\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n siyasal iktidar\u0131 ele ge\u00e7irip kendi  pro\u011fram\u0131n\u0131 uygulayacak durumda olmamas\u0131 haline \u00f6rnek olarak K\u00fcrdistan gibi par\u00e7al\u0131, ba\u011f\u0131ml\u0131 bir \u00fclkede yurtsever ve antiemperyalist harekete \u00f6nc\u00fcl\u00fck etmeye \u00e7al\u0131\u015fan k\u00fc\u00e7\u00fck ve orta burjuvaziye kar\u015f\u0131 kom\u00fcnist parti, \u201edevrimci \u00f6neri ve eylemleri\u201c ile \u00e7\u0131kmak, s\u00fcreci ulusal ve toplumsal kurtulu\u015fa y\u00f6nlendirebilmelidir.<br \/>\nUnutulmaml\u0131d\u0131r ki \u201e\u00f6rg\u00fcte \u00a0karakterini veren eylemin muhtevas\u0131d\u0131r; i\u00e7eri\u011fidir. ( Lenin )\u201c.<br \/>\nBu k\u0131sa hat\u0131rlatmalardan sonra taslak metin hakk\u0131nda d\u00fc\u015f\u00fcncelerimizi ana ba\u015fl\u0131klar alt\u0131nda belirtelim:<\/p>\n<p>\u00a01 .KKP varlik gerek\u00e7esini ve ayn\u0131 zeminde faaliyet y\u00fcr\u00fcten di\u011fer siyasi partilerden fark\u0131n\u0131 net olarak ortaya koyabilmelidir.<br \/>\nD\u00fcnyan\u0131n ve \u00fclkenin sosyo-ekonomik tahlilini yapmadan varl\u0131k gerek\u00e7esini ortaya koyabilmesi de olanakl\u0131 de\u011fildir. Program tasla\u011f\u0131 bu y\u00f6nden yetersizdir.<\/p>\n<p>Kendisini T\u00fcrkiye ve Kuzey Kurdistan Proletaryas\u0131n\u0131n \u00f6nc\u00fcs\u00fc olarak niteleyen birden fazla legal, illegal siyasi parti mevcut. \u00dcstelik bunlardan baz\u0131lar\u0131n\u0131n program\u0131 eldeki program tasla\u011f\u0131 ile cok b\u00fcy\u00fck oranda benze\u015fiyor. Dahas\u0131 ortak bir ge\u00e7mi\u015fe sahip olunan ve ayn\u0131 isimle legal faaliyet y\u00fcr\u00fcten bir partide var. Olu\u015fturulmaya \u00e7al\u0131\u015f\u0131lan parti program\u0131nda di\u011ferlerinden farkl\u0131l\u0131\u011f\u0131n\u0131n neler oldu\u011fu, neden bu partinin olmas\u0131 gerekti\u011fi hangi ihtiyaca cevap verildigi ikna edici tarzda a\u00e7\u0131k ve net olarak ortaya konulmal\u0131d\u0131r.<br \/>\n2. \u0130ktidara Gelme Y\u00f6ntemleri Konusu:<br \/>\nParti program\u0131, siyasi partinin ideololojisinin t\u00fcm\u00fcn\u00fc ifade etmelidir. Bu ba\u011flamda, iktidara gelme y\u00f6ntemleri hakk\u0131nda yeterince a\u00e7\u0131k ve net olmal\u0131d\u0131r. Bu konu \u201eDevrim\u201c s\u00f6zc\u00fc\u011f\u00fc ile ge\u00e7i\u015ftirilebilecek basit bir konu de\u011fildir.<br \/>\n\u00a0<br \/>\n3. Program G\u00fcncel Olmal\u0131d\u0131r.<br \/>\nS\u00fcrekli hareket ve de\u011fi\u015fim halinde olan do\u011fada toplumsal ya\u015famda s\u00fcrekli de\u011fi\u015fim ve geli\u015fim halindedir. G\u00fcn\u00fcm\u00fcz \u015fartlar\u0131nda haz\u0131rlanacak yeni bir program bu de\u011fi\u015fimleri anlay\u0131p de\u011ferlendirmeden yaz\u0131lamaz. \u00d6zelikle \u00a0 1980 \u00f6ncesi tart\u0131\u015fmal\u0131 kavram ve s\u00f6ylemler a\u015f\u0131lmal\u0131d\u0131r.<br \/>\nYine 70 li y\u0131llardaki, o g\u00fcn\u00fcn ko\u015fullar\u0131na g\u00f6re hayli ilerde olan baz\u0131 ilke ve hedefleri bug\u00fcn dahi dilendiremiyoruz.<br \/>\n\u201cD\u00f6rt par\u00e7ada tek ve merkezi proletarya partisi \/\u201cKom\u00fcnist parti\u201d perspektifi bunun en bariz \u00f6rne\u011fidir.<br \/>\n\u00a0<br \/>\nS\u00f6m\u00fcrge ve ilhak kavramlar\u0131 ge\u00e7mi\u015fte farkl\u0131 i\u00e7erik ve \u015fekillerde tan\u0131mlanm\u0131\u015ft\u0131. Bug\u00fcn bu kavramalar\u0131 K\u00fcrdistan hakk\u0131nda kulan\u0131rken ge\u00e7mi\u015fin kal\u0131plar\u0131ndan s\u0131yr\u0131lmak gerekir. Klasik s\u00f6m\u00fcrge ve ilhak kavramlar\u0131n\u0131n a\u015f\u0131lmas\u0131 gerekir. \u00d6rne\u011fin kapitalist bir sistemin egemen oldu\u011fu d\u00fcnayda \u201cilhak\u201d kavram\u0131, co\u011frafi ke\u015fifler d\u00f6neminden kalma yerli halklar\u0131 yok sayma yakla\u015f\u0131m\u0131 esas\u0131ndan art\u0131k farkl\u0131 de\u011ferlendirildi. \u0130lhak edilen topraklar\u0131n halklar\u0131n\u0131n r\u0131zas\u0131 ( en az\u0131ndan zimni\u00b4de olsa) ve \u201culuslararas\u0131 tan\u0131nma\u201d gibi unsurlar \u00f6ne \u00e7\u0131kar\u0131ld\u0131. G\u00fcn\u00fcm\u00fczde de \u201er\u0131za\u201c \u00f6\u011fesi \u00f6ne \u00e7\u0131kar\u0131lmaya ba\u015fland\u0131. Burjuva hukuk sistemi kavramlar\u0131 \u00e7\u0131karlar\u0131 do\u011frultusunda yeni d\u00fczenlemelere tabi tutuyor. \u0130\u015fgal ve ilhak \u00f6rne\u011finde, Rusya Federasyonunun K\u0131r\u0131m konusundaki tavr\u0131 hakk\u0131nda \u201e\u2026\u0130lhak hukuken tan\u0131nm\u0131\u015f bir durumu tan\u0131mlar, yasa d\u0131\u015f\u0131 ise asl\u0131nda o durum sadece ve sadece i\u015fgaldir. Bir eylem ayn\u0131 zamanda hem hukuki hemde hukuk d\u0131\u015f\u0131 olamaz\u2026\u201c \u00a0( Fikir yaz\u0131lar\u0131, K\u0131r\u0131m ve kavram karga\u015fas\u0131; \u0130lhak m\u0131 i\u015fgal mi?, Av. G\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere ilhak veya i\u015fgal terimleri y\u00fcklenilen anlamla ayn\u0131 zamanda siyasi bir duru\u015fun ifadesi haline getiriliyor.<br \/>\nBizim, K\u00fcrdistan i\u00e7in ilhak kavram\u0131 kullanmam\u0131zda, fiili i\u015fgali ve me\u015frula\u015ft\u0131rma suretiyle ona hukukilik tan\u0131mak anlam\u0131na gelir. Bu tutum ayn\u0131 zamanda kendi kendini inkar ( K\u00fcrdistani ki\u015fi kurum ve kurulu\u015flar; siyasi partiler dahi ) anlam\u0131na gelmektedir. Basit bir kavram karga\u015fas\u0131 gibi g\u00f6r\u00fcnen i\u015fgal, \u0130lhak nitelemeleri asl\u0131nda \u00e7ok \u00f6nemli politik k\u0131r\u0131lmalara yol a\u00e7an asli birer tespittirler. K\u00fcrdistani olan ilhak kavram\u0131n\u0131 kabullenerek mevcut durumu hukukile\u015ftiremez. Bu bilin\u00e7le, bir siyasi duru\u015fu ifade edebilecek nitelikteki ilhak kavram\u0131n\u0131 t\u00fcm s\u00f6ylemlerimizde ve \u00f6zellikle d\u0131\u015f politikam\u0131zda \u0131srarla reddederek K\u00fcrdistan\u2019\u0131n, \u00a0halk\u0131n\u0131n iradesinin z\u0131tt\u0131na olan mevcut durumuna hukuksall\u0131k atfetmek kendi kendimizi inkara g\u00f6t\u00fcrecek durumdan ka\u00e7\u0131nmam\u0131z gerekir.<br \/>\nK\u00fcrdistan\u2019\u0131n mevcut par\u00e7al\u0131 hali ve zorla elde tutulan y\u00f6netimi \u201efiili i\u015fgalin s\u00fcre\u011fenle\u015ftirilmi\u015f hali\u201colarak haks\u0131z ve hukuk d\u0131\u015f\u0131d\u0131r. K\u00fcrt halk\u0131 nezlinde hi\u00e7 bir me\u015fruiyeti yoktur. K\u00fcrdistan \u201esahipsiz\u201c bir \u00fclke de\u011fildir. K\u00fcrt halk\u0131, asl\u0131nda Uluslararas\u0131 Hukuk\u00b4da var olan, ama egemen g\u00fc\u00e7lerin pek de ho\u015flanmad\u0131\u011f\u0131 \u201ehakl\u0131 sava\u015f\u201c vermektedir ve kendi kaderini tayin gibi son derece do\u011fal bir hakka sahiptir.<br \/>\nM\u00fccadelesi her alanda hakl\u0131 ve me\u015frudur. Fiili i\u015fgal zora dayal\u0131d\u0131r, haks\u0131zd\u0131r. \u0130\u015fgalcilerin yapt\u0131klar\u0131 t\u00fcm i\u015flemler yok h\u00fckm\u00fcndedir; keenlem yekundur. Ayn\u0131 \u015fekilde K\u00fcrt milletinin iradesini hi\u00e7e sayan ve temsiliyeti olmadan, yabanci g\u00fc\u00e7lerin\/ devletlerin yapt\u0131\u011f\u0131 t\u00fcm andla\u015fmalar K\u00fcrt halk\u0131 nezdinde &#8220;yok\u201eh\u00fckm\u00fcnded\u0131r\u201d.<br \/>\nK\u00fcrt\u00e7e\u00b4de dilbirli\u011fi sa\u011flama \u00e7al\u0131\u015fmalar\u0131da ulusal birli\u011fi sa\u011flama \u00e7al\u0131\u015fmalar\u0131 kampsam\u0131nda bir o kadar g\u00fcnceldir. Programda bu hususlara hak etti\u011fi \u00f6nem verilmelidir. Taslaklak i\u00e7erik olarak yeterli de\u011fildir.<br \/>\nG\u00fcnum\u00fczde ula\u015f\u0131lan bilimsel ve tekniki geli\u015fmeleri toplum ve parti ya\u015fam\u0131na uyarlanmas\u0131 hususunda g\u00f6r\u00fc\u015f tespit ve ilkeler ile uygulanmas\u0131 nas\u0131l olacak konusu program i\u00e7eri\u011finde net olarak yer almal\u0131d\u0131r.<br \/>\n\u2026<br \/>\n4. Demokratik Halk Devrimi Belirlemesi :<br \/>\nTaslak metinin V. numarl\u0131 ba\u015fl\u0131\u011f\u0131 \u201eUlusal ve toplumsal kurtulu\u015f yolu; Ulusal demokratik halk devrimi\u201cdir.<br \/>\nBu ba\u015fl\u0131k alt\u0131nda ilk paragrafta \u201eyak\u0131n politik hedef olarak ulusal demokratik halk devrimi, bu devrimin sosyalizmle ta\u00e7land\u0131r\u0131lmas\u0131 ve kom\u00fcnist d\u00fczenin nihayi hedef olarak belirlenmesi\u201c<br \/>\nt\u00fcm program taslagan\u0131n en de\u011ferli vurgusudur. Ideolojik b\u00fct\u00fcnl\u00fc\u011f\u00fc tam olarak ifade edebilmek i\u00e7in neden demokratik halk devriminin yak\u0131n politik hedef oldu\u011fu, bu devrimin neden sosyalist devrim a\u015famas\u0131na y\u00fckseltilmesi gerekti\u011fini a\u00e7\u0131klamak gerekir. Ba\u015fka bir ifadeyle, neden sosyalist devrim de\u011filde demokratik halk devrimi \u00f6ncelikli hedefdir sorusunun yan\u0131t\u0131 programda net olarak bulunmal\u0131d\u0131r.<br \/>\nYukarda birinci madde de k\u0131smen belirtildi\u011fi \u00fczere d\u00fcnyan\u0131n, \u00fclkenin \u00f6zl\u00fc, sosyo-ekonomik tahlilini yapmadan bu sorulara cevap bulmak m\u00fcmk\u00fcn de\u011fildir. Taslaktaki bu eksikli\u011finde giderilmesi gerekir.<br \/>\nBir ba\u015fka \u00f6nemli noktada, bu genel berlirleme hedeflerinin K\u00fcrdistan\u2019\u0131n \u00f6zg\u00fcn yap\u0131s\u0131na nas\u0131l uygulanaca\u011f\u0131? sorusudur. As\u0131l canal\u0131c\u0131 noktada budur. Buna y\u00f6nelik belirleme, tercih ve ilkeler programa karakterini verecektir.<br \/>\n5. \u0130lkelerin Uygulanmas\u0131, Siyasal Kurumlar\u0131n Olu\u015fturulmas\u0131 , Konu Ba\u011flant\u0131lar\u0131n\u0131n Ekletik Yap\u0131s\u0131.<\/p>\n<p>Ulusal Kuruculuk ve Sosyalizmin in\u015faas\u0131 ba\u015fl\u0131\u011f\u0131 alt\u0131nda, A-2\u00b4de ulusal Anayasa vurgusu yap\u0131ld\u0131ktan sonra ikinci paragrafda neden buraya eklendi\u011fini ve ne \u015fartlarda, nas\u0131l bir politik zeminde \u00f6ng\u00f6r\u00fcld\u00fc\u011f\u00fcn\u00fc anlayamad\u0131\u011f\u0131m\u0131z bir anayasa oylamas\u0131nda sosyalist T\u00fcrkiye ile veya K\u00fcrdistan\u2019\u0131n ba\u015fka bir par\u00e7as\u0131yla\u2026 Birle\u015fik Fedral Meclis, Federal Anayasadan ve refarandumdan s\u00f6z ediliyor.<br \/>\nBu paragraf\u0131n tamam\u0131 kafa kar\u0131\u015ft\u0131r\u0131c\u0131 ve farkl\u0131 yorumlara a\u00e7\u0131k.
